MALC Presses Texas Comptroller for
Answers After Unilateral Rollback of Bipartisan HUB Program
AUSTIN, TX — Today, the Mexican American Legislative Caucus (MALC) sent a formal letter to Acting Texas Comptroller Kelly Hancock raising constitutional and economic concerns related to his unilateral decision to dismantle core components of the state’s Historically Underutilized Business (HUB) program, a statutory initiative that has held bipartisan support for more than three decades.
MALC notes that the Comptroller’s action removed statutory HUB eligibility categories without approval from the Texas Legislature. The change has created immediate uncertainty for state agencies and for the women-owned, minority-owned, and veteran-owned small businesses that depend on the HUB program for fair access to contracting. According to federal data, only 31 percent of veterans meet the Comptroller’s new VetHub disability threshold, meaning most veteran-owned businesses previously certified under HUB will now be excluded.
“A statewide official cannot unilaterally erase a bipartisan state law,” said MALC Chairman Rep. Ramon Romero Jr. “The Comptroller’s decision creates uncertainty for agencies and for the businesses that depend on the HUB program. There has been no public explanation for why the Comptroller believes he can circumvent the will of the Legislature and the people who elected us to eliminate this important program.. Texans deserve answers.”
MALC is urging the Comptroller to withdraw the December 2 guidance and clarify that the HUB program will remain in effect unless and until the Legislature acts. The letter can be found here.
